If you're from outside the EU/EEA and Switzerland, you'll pay tuition at Norwegian institutions. The amount varies a lot: NTNU charges between NOK 176,300 and NOK 528,650 per year for 2026/27, while NHH charges NOK 142,000 for its bachelor's and NOK 204,000 for its master's for students starting in 2026/2027.
Below are concrete examples from seven institutions, all taken from the Study in Norway register. Always confirm the exact fee with the institution before you apply.
Why fees differ so much
Degree-seeking students from outside the EU/EEA and Switzerland must normally pay tuition at Norwegian institutions. EU/EEA and Swiss students are normally exempt from tuition fees at public institutions. Fees are set per institution and per programme, so two master's degrees at the same university can cost different amounts. Some universities list a flat rate per category, others price each programme individually. For a general overview, see our tuition fees guide.
University of Oslo (UiO)
UiO lists yearly tuition for non-EU/EEA students for 2026/2027 and 2027/2028. Examples from the UiO tuition table:
- Two-year master's in Economics: NOK 204,000 (2026/2027), NOK 186,000 (2027/2028)
- Two-year master's in Data Science: NOK 295,000 (2026/2027), NOK 218,000 (2027/2028)
- Two-year master's in Physics and in Chemistry: NOK 295,000 (2026/2027), NOK 218,000 (2027/2028)
UiO says admitted applicants receive the precise tuition fee with their offer, and that fees are adjusted annually. Single courses in 2026/2027 cost between NOK 24,670 and NOK 30,330 at bachelor's level (10 credits) and between NOK 34,000 and NOK 49,170 at master's level.

The Maritime Operations and Erasmus Mundus Theatre SPACEs programmes are exempt because they are joint degrees.

What about living costs and permits?
Tuition is only part of the budget. You'll also need to cover living costs; our cost of living guide explains what to expect. If you're from outside the EU/EEA and Switzerland and plan to stay for three months or longer, you must apply for a residence permit for studies (a study permit). UDI decides on permits. Note that the Norwegian government offers no individual scholarships to degree students, so plan your finances accordingly.
